Vinyl tile is composed of colored polyvinyl chloride (PVC) chips formed into solid sheets of varying thicknesses (typically 1/8" is most common) by heat and pressure.

Ceramic tile is made from natural clay, sand and water. The manufacturer the takes the materials mold them in to square or rectangular tiles and then bake them in a kiln to remove most of the moisture. Porcelain tile is also made from clay but tends to be made using denser types of clay than ceramic thus making it a stronger form of flooring then ceramic.
